Angola: Country Representative Angola - Norwegian Church Aid
Norwegian Church Aid (‘NCA’) works together with people and organisations across the world in 32 countries to eradicate poverty and injustice. We provide emergency assistance in disasters and work for long-term development in local communities. NCA is a also member of the ACT Alliance, one of the world’s largest humanitarian alliances. Norwegian Church Aid is now seeking an ambitious and skilled Country Representative to lead our country office in Angola. Angola works with local partner organisations within programmes of Economic Empowerment, Resource Governance and Climate Resilience. The Country Representative is leading the NCA office currently consisting of 12 national employees. The majority of NCA’s partners in Angola are faith-based organisations.
This is a two/three year contract with August 2016 as start date. Please also note that Angola is a family duty station, however applicants must be aware that the security situation has been challenging in the last year.

Duties in the position:
- Provide trategic leadership to NCA’s Country Programme in Angola and work to further develop the Programme in line with NCA’s overall priorities and strategies
- Responsible for the operational management of NCA’s office, which includes overseeing the finance, human resource and administration function.
- Develop and oversee NCA’s collaboration with partners, including capacity building and professional development
- Responsible for strengthening NCA’s relations in Angola, including representation and networking with official authorities, donors, the Norwegian Embassy, partners and other ACT Alliance organizations.
- Ensure adequate security management for all activities in their areas, according to NCA’s global standards and guidelines
- Contribute to networking and communications, both local and internationally, to help strengthen and diversity the funding base and support for NCA’s programmes in Angola.
The person to be employed must be loyal to Norwegian Church Aid’s Christian values and accept the Code of Conduct of ACT Alliance.
Personal qualities:
Good communication and cooperative skills, including cultural sensitivity. Sociable and flexible. Motivating and inspiring.
Qualifications:
- Demonstrated strategic leadership experience in the context of development aid
- Experience with representation and working closely with faith-based organisations, donors, UN agencies and partners.
- Solid experience in programme management, including planning, monitoring, evaluation and report writing.
- Demonstrated ability to lead and build teams, network and manage donor relations
- Relevant higher university degree
- Solid English communication skills, boith verbally and written, as well as good knowledge of Portuguese/Spanish
