Angola: Portuguese speaking Procurement Expert (Long-term Expert) – International/Regional position

Project description: Different institutions (Principal Recipients and Sub-recipients) will receive a grant from the Global Fund to fight Aids, Tuberculosis and Malaria (TGF). The Fiscal Agent shall act on behalf of the TGF to provide a broad range of financial management services to implement the projects funded with the Grant funds (the “Program”). In this capacity the Fiscal Agent shall diligently oversee, discharge and perform all services necessary to achieve the optimum value for the monies expended by TGF, while ensuring that all financial transactions are conducted in strict compliance with principles, rules and procedures set out in its Agreements.


Job Description: Providing ongoing support and mentoring to the counterpart´s Procurement Team including:


  • Managing all procurement of non-health products;

  • Supporting the counterpart in the development and implementation of a PSM plan as needed for the varying grant applications and management periods;

  • Conducting capacity assessment and capacity building for procurement;

  • Development of a capacity building plan for the counterpart including its SR’s;

  • Supporting the rollout of decentralized procurements (i.e. provinces and operating districts) where capacity exists;

  • Support the development a contract administration system;

  • Improve the counterpart´s standard procurement policies and procedures including upgrading to the clients procurement manual when necessary;

  • Support the rollout and training of new procurement procedures.

The Expert will coordinate his/her efforts with the counterpart´s team including the counterpart´s logistical and Data Management Units, as well as provincial and local health departments.


Qualifications: The Procurement Expert will at a minimum possess the following qualifications, skills and professional experience:


  1. Master Degree in Procurement or Supply Chain Management related field

  2. Significant experience working as a procurement expert (approximately 8 years or more)

  3. Previous working experience with international donors or with grant management, working experience with World Bank, MCC and/or the Global Fund is a strong asset

  4. Experienced background in procurement planning, preparation of bidding/contract documents, bid evaluation, contract administration

  5. Advanced proficiency in Microsoft Office, Outlook, Excel, word Project and Power Point

  6. Excellent communication skills and experience working with stakeholders

  7. Fluency in English and Portuguese is a must
